The canonical story-map labels Phase 1 and 2 behaviours as red-herring only, with no insider-interpretation tag. To keep the insider accusable from any phase, this module assigns weak insider tags to those phases: Phase 1 → motive_signal and Phase 2 → pattern_signal, each with suspicionWeight 1. Phase 3 (Means) and Phase 4 (Opportunity) retain the canonical weight 2. Total possible suspicion per peer = 6. Confirm this is acceptable for the codebook before inter-rater validation begins.
